Xbox Live Family Settings?

My parents have never set any family settings and my account is registered as "adult" but anytime i download or play any movie rated rit asks for a code. then i try to change the pword and it asks for my favorite person from history. it is a console setting so making a ner account will not work. if i wipe the system clean will it work?
