Neighbors refuse to share in snow shoveling.?

It doesn't appear that the landlord is doing enough to resolve this issue. You said that it appears that he doesn't want to rock the boat. However, ultimately it is his decision to make. Not yours and not your neighbor's since you are renting the property. What about negotiating with the landlord to reduce your monthly rent to cover the cost of shoveling? You could sit down and hammer out a figure that would be mutually acceptable. Or, you could also attack this issue legally but that would cause unnecessary embroilment amongst all parties. And it could end up in the court system for a long time.
