Does the new walmart in white plains pierce ears?

if so how much & i want to get the second holes and the upper cartilage done on my ears and my mom will only let me get them pierced if its a safe and clean place i cant go to claires or a piercing pagoda not even probably a piercing tattoo parlor unless someone knows a clean one in manhattan.i kno its stupid but do doctors offices that pierce ears do second holes in the lobes or cartilage. nd im 15
